The Constitution of India is the most important law, without which nothing can run properly in India. It describes all the powers given to the government and it also describes how the executive, legislature, and judiciary will work. Article 77 of the Indian Constitution particularly negotiates with the conduct of business of the government of India. Article 77 Clause 1

Article 77 explains how the government can make various executive decisions. And whatever decisions the government takes will be taken in the name of the President. It is not that the President’s name will be used without asking him. The decision will be taken only if the President signs on that policy or program. And as we know the President works on the advice and with the help of the Council of Ministers.

Clause 2

Now let us assume that if any order is taken in the name of the President, then an investigation can not be initiated against the President. For example, If the President has signed a policy, then no one can point out that the President did not approve it.

It is also the President’s job to make such rules and regulations with time so that the working style of the Government of India keeps improving. And the working style of the ministers also keeps improving.

Clause 1: All executive action of the Government of India shall be expressed to be taken in the name of the President.

Clause 2: Orders and other instruments made and executed in the name of the President shall be authenticated in such manner as may be specified in rules to be made by the President, and the validity of an order or instrument which is so authenticated shall not be called in question on the ground that it is not an order or instrument made or executed by the President.

Clause 3: The President shall make rules for the more convenient transaction of the business of the Government of India, and for the allocation among Ministers of the said business.
