Article 82 Of The Indian Constitution In Simple Words
Before reading this article, we need to understand about ‘Census’, only then it will be easy to understand Article 82. Census means population, which is counted every 10 years. The Indian government did the population census in 2001, then in 2011, and then again in 2021. And this has been going on since the British era.
Article 82 tells us how MPs of each state and union territory should be selected after every census. After every Census, how should the Lok Sabha MPs and their constituencies change? And how should the number of members change or how can they change? All this is explained in Article 82.
In this article, it is first explained how the Parliament can make changes in it by making a new law. If the Parliament wants to make any change, then it will have to take care of the things given below, otherwise, it will not be possible to make changes:
i. The first condition is that whenever a Lok Sabha is in session, it cannot be changed in the middle of it. Yes, this can happen only after the Lok Sabha is dissolved.
ii. The second condition is that after 2026, the census will come and that data will be published, only then some changes can happen
iii. The 543 seats are as per the 1971 census but this can change only after 2026.

Upon the completion of each census, the allocation of seats in the House of the People to the States and the division of each State into territorial constituencies shall be readjusted by such authority and in such manner as Parliament may by law determine:
Provided that such readjustment shall not affect representation in the House of the People until the dissolution of the then-existing House:
Provided further that such readjustment shall take effect from such date as the President may, by order, specify and until such readjustment takes effect, any election to the House may be held on the basis of the territorial constituencies existing before such readjustment:
Provided also that until the relevant figures for the first census taken after the year 2026 have been published, it shall not be necessary to readjust;
a. the allocation of seats in the House of the People to the States as readjusted based on the 1971 census; and
b. the division of each State into territorial constituencies as may be readjusted on the basis of the 2001 census,
under this article.
