Article 83 Of The Indian Constitution Explanation
First of all, it has been said that the Council of State, that is, the Rajya Sabha, will never be abolished nor dissolved. Like Lok Sabha gets dissolved after 5 years and elections are held again. All the members are re-elected by the people again for the Lok Sabha. But this will not happen in Rajya Sabha at all. But 1/3rd of the members of Rajya Sabha will retire every 2 years and elections will be held for that number of members. If a retired member wishes, he or she can become a member of Rajya Sabha again by winning the election.
In Article 82 of the Indian Constitution, it has also been told that Lok Sabha will run for 5 years. But this assembly can also be dissolved in between. If the winning party loses its support or the government falls then Lok Sabha can be dissolved before 5 years.
If an emergency is imposed in the entire state then the Lok Sabha may be seen operational for more than 5 years. And it is mandatory to hold Lok Sabha elections within 6 months after the emergency is lifted.
Article 83: Duration of Houses of Parliament
The Council of States shall not be subject to dissolution, but as nearly as possible one-third of the members thereof shall retire as soon as may be on the expiration of every second year in accordance with the provisions made in that behalf by Parliament by law.
The House of the People, unless sooner dissolved, shall continue for five years from the date appointed for its first meeting and no longer and the expiration of the said period of five years shall operate as a dissolution of the House:
Provided that the said period may, while a Proclamation of Emergency is in operation, be extended by Parliament by law for a period not exceeding one year at a time and not extending in any case beyond a period of six months after the Proclamation has ceased to operate.

Rajya Sabha Can Be Dissolved?
The Council of States is the upper chamber of the Parliament of India. However, the Rajya Sabha can never be dissolved like the Lok Sabha is dissolved every 5 years. If unfortunately the government of India falls or the members change party from the ruling party then Rajya Sabha may also be dissolved.
